A circuit lockout at 11:12 a.m. has knocked out power to 3,004 customers in Douglas County.The outage affected customers in an area encompassed by State Street to the north, West Maple Road to the south, 139th Avenue to the east and 163rd Street to the west.Substation and line crews are already on site, and troubleshooters are on their way to help.
